New publication summarizes hypothec reform
On 25 October 2013 Chapter XI “Hypothec” to the fourth book of the commentary of the Civil Code of the Republic of Lithuania “Real Rights” was introduced at the Lithuanian Chamber of Notaries.

This legal work created by joint efforts of theorists and practitioners, according to one of its initiators and co-authors Dr. Andrius Smaliukas, “brings into accord the doctrine, notary best practices and judicial practice.”
Publication authors – former members of a group working on the hypothec reform - Dr. A.Smaliukas, Renata Juzikiene (former head of this working group), lawyers Vaida Jankauskiene, Agne Jonaityte, president of Lithuanian Notary Chamber, administrator of the first notary bureau of Klaipeda notary Marius Stračkaitis, lawyer of the Lithuanian Chamber of Notaries Egle Caplinskiene. This publication was reviewed by a judge of the Supreme Court of Lithuania Janina Stripeikiene, Prof. Habil. Dr. Vytautas Nekrosius, Doc. Dr. Egidijus Baranauskas. Dr. A.Smaliukas, who took part in book presentation, emphasized that after the hypothec reform came info effect in July 2012 “Lithuanian has the most comprehensive hypothec law in Europe.”
According to him, the publication is primarily intended for notaries, judges, creditors, debtors and their representative lawyers, who deal with hypothec daily during their activities.
Publishing of the commentary regarding hypothec was supported by the Lithuanian Chamber of Notaries and the law firm LAWIN. This commentary was prepared for press and published by law literature publishing company “Justitia”.
