President of the Lithuanian Chamber of Notaries took part in the international conference in Kazakhstan
The president of the Lithuanian Chamber of Notaries, the administrator of Klaipeda City 1st Notary Office, the notary Marius Stračkaitis on June 25-29 of this year has visited the Republic of Kazakhstan, where he took part in a milestone event of the notariat of this country.

This visit was arranged at the invitation of the Chamber of Notaries of the Republic of Kazakhstan. The president of the Federal Chamber of Notaries of the Russian Federation Maria Sazonova, the president of the Chamber of Notaries of Ukraine Liudmila Pavlova, delegates of the Chamber of Notaries of Azerbaijan, the Republic of Tatarstan, and delegates of regional Chambers of Notaries of the Russian Federation – Moscow Region, Samara Region – together with Lithuanian delegation took part in the international conference “15 years to the private notariat of Kazakhstan: achievements and problems” that was held in Astana on June 28.
In Astana, the capital of Kazakhstan, M. Stračkaitis has met with the ambassador of Lithuania in Kazakhstan Dr. Rokas Bernotas. Political situation in Kazakhstan, priorities of this country, and aspects of cooperation with Lithuania were discussed during this conversation.
On the eve of the conference M. Stračkaitis has met with the chairman of the Chamber of Notaries of Kazakhstan Asel Zhanabilova. Information about innovations and topical issues in notariats of both countries was exchanged during that conversation. M. Stračkaitis informed about amendments made to the Law on Notariat of our country, establishing principles of price formation for notary’s services typical for the Western Europe, a hypothec reform, cooperation with the Council of the Notariats of the European Union (CNUE) and the International Union of Notaries (UINL), technological innovations, and creation of e-notariat system.
Heads of Chambers of Notaries of Russia, Ukraine, and Lithuania were invited to the meeting with the vice-minister of Justice of Kazakhstan D. Kustavletov and the head of the Committee of the registration service and legal assistance of the Ministry of Justice of Kazakhstan K. Nogaybekov together with his deputy N. Pan.
A problem of cancellation of territories of notaries’ activities, negative consequences of liberalization of numerus clausus principle were dominating in reports of guests of the milestone conference of the private notariat of Kazakhstan. With the participation of members of Kazakhstan’s Parliament, the vice-minister of Justice D. Kustavletov, representatives of the Constitutional Council of Kazakhstan (equivalent of the Constitutional Court) and other legal organizations heads of Chambers of Notaries of Russia, Ukraine, and Lithuania warned about necessity of retaining territorial quotas for notaries and ensuring strict screening of notaries and organization of competitions.
M. Stračkaitis has delivered a report on use of information technologies in notary’s work in Lithuania.
